Unless the population is aware of the risks it faces, local energies cannot be mobilized to build resilience. Unawareness increases the level of flood risks. Being aware of risks is an essential requirement for undertaking precautionary actions. As such, understanding of risks should be viewed as the first essential step in drawing up an action plan.
