The German National Committee for the International Hydrological Programme (IHP) of UNESCO and the Hydrology and Water Resources Programme (HWRP) of WMO was established in 1974. Members of the Committee are representatives of German Ministries, of the national operational hydrological services as well as research and education professionals. The Committee is chaired by the Federal Foreign Office and meets once a year in Berlin. The work of the IHP/HWRP Secretariat, which is responsible for day-to-day operations, is mentored by a scientific advisory board. The Secretariat is hosted by the Federal Ministry of Transport, Building and Urban Development on the premises of the Federal Institute of Hydrology in Koblenz (BfG).
